Objections close on Thursday, 5 November 2026, at 11:59 PM India time.
India's draft Laboratory Animal Rules, 2026 (G.S.R. 864(E)) could loosen oversight of animal experiments. Public objections close on 5 November. Signing takes one minute.
Started by Freagles of India, which rehabilitates beagles released from labs. More than 18,800 people had signed by 1 November. Each signature sends an objection email to the CCSEA Member Secretary, so every one counts before 5 November.
Labs' own ethics committees could approve "mild" and "moderate" experiments on dogs, monkeys, pigs and horses without central CCSEA review.
Stray and community dogs and cats could be used in experiments with certain approvals.
Labs would get advance notice before inspections.
The 3Rs (replace, reduce, refine) apply only "wherever possible", with no requirement to use validated non-animal methods.
Rule numbers follow MedBound Times' reading of the gazette notification. The oversight, stray-animal and inspection concerns were also raised by PETA India. Sources below.
